I think R.A.B. was Sirius's younger brother Regulus Arcturus Black (Arcturus is a family name - his grandfather's; J.K. Rowling donated a handwritten Black Family Tree to be auctioned for charity that showed this.)
Sadly, Dumbledore is dead. J.K. Rowling has said this herself. That and no one comes back from the dead in her stories. I know that some people think that he has a Horcrux, but he wouldn't create a Horcrux - it would go against everything we know about him. He was a good guy and wouldn't perform such Dark Magic, which would require him to kill someone. The appearance of his portrait, and the fact that the Headmaster's office opened for Professor McGonagall (although it wouldn't open for Umbridge because she wasn't the legitimate Headmistress) supports the idea that he is actually dead.

I have no idea who R.A.B. is. I think it might have been Sirius's younger brother who quit the death eaters. I belive that Dumbledore really did die but his picture will hopefully come into play in the 7th book.
