I keep having this dream that I am in this unfamiliar building and I have to go to the bathroom, but every time I go into the bathroom I
go to the toilet its really dirt, the toilet is clogged, theres no toilet paper or seat covers, and the stalls are too short, so I can't go. When I try a different bathroom in the dream it is always the same.
The general feeling of the dream is fear, eeriness, and obvisiously frustration. I don't have this dream at night when I have to go to the bathroom so I don't think it actually has anything to do with that. What do you think?

When I dream of going to the bathroom, I wake up and trot down the hall.

Your dream is obvious that your mind has something uncomfortable that you are dealing with in some frustrating way. You may be feeling that there is a situation that is unfair and causing you discomfort or extra work unnecessarily.

Either that or your subconscious was being kind to you and not punishing you with dreams of angry dogs or snakes.

Bathrooms In Dreams

Some may say it is a fear of bathroom, or fear of germs. However, it is an insecure feelings of yours

bathroom = safety zone, place to relieve
unfamiliar building = your social life.
Dirty or clogged toilet, incomplete bathroom = dissatisfaction on things in life.
bathroom = intimate thing, in this case, social event

It seems that your dream is telling you that you may have problem in your social life. You probably are a shy person and a perfectionist. By projecting dirty and incomplete stuff in the bathroom could mean you are reluctant to be with people openly.

I could be wrong, but that is how I see from your dream

Dirty

To dream that you or something is dirty, represents your anxieties and feelings toward sex. The dream stems from low self-esteem and feelings of being unworthy. You need to purify your mind, heart and body.

Bathroom

To dream that you are in the bathroom, relates to your instinctual urges. You may be experiencing some burdens/feelings and need to "relieve yourself". Alternatively, it may symbolize purification and self-renewal. You need to cleanse yourself, both emotionally and psychologically.

To dream that you are in a public restroom with no stalls, signifies your frustrations about getting enough privacy. It may also indicate that you are having difficulties letting go of old emotions. If you reveal these feelings, you are afraid that others around you will judge and criticize you.

To dream that you can not find the bathroom, signifies that you are have difficulties in releasing and expressing your emotions.

Hope this helps!

You said that when you didn't have to go to the bathroom you would have this dream; obviously this has been on your mind to notice when & when you don't have this dream. Most dreams are just from thoughts & memories in the back of your mind.
Maybe if you didn't give this much thought it would just go away. It's happened to me, but not about the same thing.

Pay attention to the feelings that you have. Anything else in dreams are just symbols. The mind likes to invent lots of things in dreams but it's the emotions that we need to listen to.

I know this b/c I've had the same dream. It means you need to clean your toilet. Seriously, what if you have guests over?

'If the toilet area is filthy or flooded, with the toilet bowl backed up or otherwise not functioning, difficulty “eliminating” emotions—a blockage—is indicated. Does the dreamer try to “control” his or her emotions too much?'

Dunno if that's helpful, but it's interesting that they actually had that topic on the site...
