The english title of "Sanguo Chih" is "Records of Three Kingdoms" or just "The Three Kingdoms." This is a different book than "The Romance of the Three Kingdoms" written by Luó Guànzhōng. The latter book is a historical, yet fictional novel. "Sanguo Chih" is a non-fictional account of early chinese history.

I do not think there is an English translation.
I have looked at the Library of Congress online catalog and could not find an English translation there. They do list the following Chinese item:
