It all depends, you can check out companies like Big Bear (http://www.bigbearchoppers.com/bikes/merc/rigid.htm) that will send you a "bike in a box" all you have to do is assemble and paint it and you have a custom chopper starting at $17000. Not bad at all

A production "custom" like a Titan or Big Dog starts in the low $20's.A special construction (ground up from scratch) can start around $50,000.You can go as high as you want.

It can be as much as you are willing to pay.
If you do it the old fashioned way, by chopping an old frame, using an old motor and tranny and swap meet parts, you can keep the cost down. If you build with new parts from the custom and accessory catalogs, it can be very expensive. And labor costs, always has.

it really depends on your inteded use for it. Racing bikes are very expensive, as well as mountain bikes... but they are made a lot differently
