I am trying to find out if there is a way to get from san fran without renting a car OR paying 50$ ech for a tour bus to go to napa or sonoma for a day.
is there a bus or a train or other public transportation that will get me there cheep?

Without a car, the Ferry from SF is definately your best bet to getting to the Napa Valley. I believe the napa bus system goes all the way down to the ferry building in Napa as well as around the whole county.

But here's the hitch. The valley is about 30 miles long and contains over 300 wineries. So if you plan on purchasing wine, or any sort of gifts or treasures, without a car, it will be hard to lug them around with you. The wine train in Napa has a couple train rides tastings at Grich Hills and Domain Chandon. So if you can get up to Napa, that's an option.

Well, a car rental is still the best way to get to and enjoy Wine Country, especially if you have a large group.

Though it'll be less expensive using public transportation than a tour bus (still, this is San Francisco, the second most costly place to visit in the U.S. after New York, so "cheap" is not the term I'd use).

To get to Napa...

From the Ferry Building downtown, board a Vallejo bound ferry or bus. The cost is $17.00 round-trip. Schedules are here:

At the dock in Vallejo, transfer to the VINE bus. If you go the entire length of the Napa Valley, it's $ 5.00 round-trip.

Others have suggested alternative methods, however a car is best since many of the wineries are quite a ways into the Napa Valley

Since the wineries are spread out, usually in the countryside betweeen the small towns, public transportation is not the way to go.

a rental car is probably best.
check out the fires, though--in large parts of napa county recently
