If your're limiting yourself to popular forms, then yes, Flea, without question. Then maybe J.J. Burnell from the Stranglers, McCartney, Entwistle, etc.

All bassists? Pastorius. Listen to his stuff, solo and with Weather Report. Then delve further into Jazz. Try Scott LeFaro, Milt Hinton, Ron Carter, Stanley Clarke, Percy Heath, Charlie Haden...you'll find plenty of killer bassists and instrumentalists in general who blow away the vast bulk of pop/rock performers.

Even though I don't like RHCP (my musical tastes lean more toward the progessive end of the music spectrum)..... I do think that Flea is a good bassist. Is he the best ever? Not quite. I can think of several bassist (rock, jazz, fusion) who are more versatile and have a better understanding and overall knowledge of the instrument than Flea.
That list would include:
Geddy Lee
Charles Mingus
Phil Bynoe
Jaco Pastorius
Tony Levin
John Myung
Victor Wooten
Dave LaRue
Scott Thunes
Stu Hamm
Stanley Clarke
Ron Carter
Jonas Reingold
and many more......

I really love Billy Sheehan. He may be well known for Mr. Big but they didn't let him do his thing after they got famous. He plays a really melodic bass, he can take center stage with it, not just rhythm section. He played in David Lee Roth's band, did solo work, and was part of a group called Talas.

I am somewhat familiar with Jaco, very very talented and unique sound.

I love Chris Squire, great unique sound and the most "rock star" of all the YesMen. He has done solo work as well.

I don't know why most rock bass players are so ordinary. Even if they are in a very good band, most do not utilize their bass players' talents or let them explore much. They just hang back with the drummer.

If you were to ask Flea he would say Jimmy Blanton of the old Jazz circuit and session players. I personally think its Larry Graham (singer of One In a Million You) and former lead singer and bassist of Graham Central Station. You youngsters are cute but naming Flea as the best bass player ever. Please! You should listen to some old blues and R&B because most of Rocks superstars pay homage to the masters of blues and R&B and for good reason.
