Because it is a Small World after all which gives rodents like mice the appearance of being larger, and as we all know Pluto is no longer big enough to planet so he must naturally be smaller. If this answer can't help you ask your self this what in the world is goofy and o yes it is a CARTOON from Toontown

An oversized talking mouse compared to a dog, I can see your point here. ^-^ My assumption is:
1. Somehow he got mutated and getting bigger with the speech ability, or
2. He has evolved from his previous ancestors to adapt with the surrounding, with the overdeveloped brain structure, he has now able to do what human can do...
I can't prove this, either... >.<

and why does goofy walk and talk like a regular person and he is a dog, but pluto is just a regular four legged K-9??

Aren't most owners taller than thier dog? I've never seen a dog bigger than the owner( other than little kids).
