Both these types of jobs at a lower level are now heavily outsourced to India and other places with cheap labor and good education systems .
To get skills in networking is difficult unless you get certified (which is expensive) , and have a lab environment in which to learn and practise or get sponsorship from someone.
You can easily pick up database skills to a decent level at home from reading and from examples and forums on the internet and you can very cheaply setup an environment with which to practise, especially using open source.
Networking is interesting, but leads to fewer opportunities until you reach architect level - but you need to be very very good.
With databases you can usually find a niche at all levels, especially when combined with good web development skills.
I dont know your individual circumstances, but the chances are that databases would be better for you unless you can afford to do some significant orientation and certification training in networking.
