Good question! You raise the very real issue that the burgeoning behomoth of Federal Government is the greater threat to our liberty, and has been attacking our freedoms for decades.
Terrorists? They can only kill me. A great loss personally, but far from having severe negative effects on the rest of the country. To combat them, we accept that it entails greater scrutiny in airports, and that it might mean attracting attention if we have phone chats with Osama, or face indefinite detention if we get caught plotting bombings, but hardly a general threat to our liberties (despite the insensate whinings of the liberals).
But if we look at what the FedGov (and state govs) has done, we should be outraged. I am. But I fear too many people actually applaud the loss of their liberties or fail to understand this loss. I suppose their chains rest lightly upon them.
I look at the enforced slavery of welfare taxes upon me - stealing the fruits of my labors to put food on others' tables, money in others' pockets, roofs over others' heads, and pay for their medicine and education.
I look at the gross violation of privacy that is part and parcel of the income tax. Where government has every last piece of information on my personal finances. I hear people whine about the invasion of privacy because they cannot freely talk to our enemies during wartime, but they seem ok with this. Un-be-lievable!
People whine about their 1st Amendment rights when other people, not the government, sound off in disagreement, like when the Dixie Chix got a backlash from the people. They think it is a great victory that porn and lap-dancing get free speech protection. Yet they wordlessly accept assaults on our free political speech under the guise of "campaign finance reform". They stand and cheer when students are forced by the government to omit their religious beliefs from graduation speeches, etc.
There is the eminent domain abuses, the intrusions of gov't into our families, how we discipline our children, who we can hire and fire and if we can smoke in our businesses, etc.
It is the government that threatens our liberties and freedoms. Terrorist can only threaten me with death.

Not understanding the meaning of liberty. We, the people of this world confuse freedom with total freedom. freedom has boundaries, freedom with in boundaries is freedom. Freedom with out boundaries is chaos, which is total freedom. Freedom within boundaries gives us the chance to expand the boundaries(giving more freedom)while stepping out of our boundaries traps us(jail), the more we step out the longer we are trapped. Total freedom brings death and destruction, and makes the idea that the strong survive the weak perish. Think of it like this, what if everyone could do whatever they wanted everywhere. To answer that question, either. The greatest threat is the people within these boundaries letting the feds or terrorist dictate the increase or decrease in the boundaries they live in.

It's called 'a police state'
where complete mistrust of the government leads tom a feeling of insecurity.
But, as I answered before, the police and the government are closely tied together, and between them they become the terrorists.

What prompts you to ask it? Probably the abuses of power by the Bush administration. It is sad that the question is a valid one.
