It is a noun because it's the object of the prepositional phrase. The old and the young would be adjectives ONLY if they modified a noun. That is, if you had written the old man and the young woman. In this case, old and young would be adjectives because they DESCRIBE the nouns.

But, as it is written in your post, young is a noun.

Also the word "to" is redundant. The sentence has the same meaning without it.
