It was not a single person's thought or command. It was infact jointly an international aim to gain power in politics & country in their respective zones. Rather we can say it was a top secret psycho analyse intelligent joint venture in which no one put efforts to save a thing which they don't want to save and keeps on silently watching & waiting even after being aware of everything.

A small correction in your question... He was not killed in Tiruvanandapuram.. He was murdered in Sripeumbur... Near Chennai.. The master plan and the execution were from LTTE group.. The then cheif of LTTE was Mr.Prabakar.
