I know this sounds strange, but try Ebay. A lot of people sell unopened cans of formula on there. I guess they over-buy, who knows. Actually now that I mention that it does seem creepy... like maybe some mom gets WIC and is selling the formula. Yikes.
Ok... try your local Freecycle group. I always see people giving away formula checks on my freecycle group, maybe your local chapter will have some too.
If nothing else, Ive been told that the Wal-Mart brand formula is very good and comparable to Similac!
Edited to add:
Im also a mother of twins and I found a local chapter of 'mothers of multiples'. It was a lot of help with the stress of having twins and very little money. They can offer emotional support AND... best of all... these ladies have "twins yardsales" and you can get some great deals on baby clothes & stuff!

I would ask for a review from wic. In the mean time I would switch to Wal-marts brand. Parents Choice... They make a large can for 15.00. My cousin also did not get WIC and this is what she used. I watched her son and noticed its consistancy is close to Emfamil (it didn't clump up in the bottle). Also contact your doctors office and see if they have sample formula available. (formula companies do this to advertise and they send a lot)
You can sign up for formula checks by going to formula web sites. Maybe even write them a letter let them know of your situation. Maybe they will send you a one month supply once or something to help.

Nestle Good Start has some, you can subsribe for 'free baby stuff' and they will send you coupon checks every month, its not a lot, but it helps! I subsribed in 3 different names, so I got 3 different checks that I can use at Walmart. it really helps... www.verybestbaby.com they also have a free calendar designed for baby that is free that they will send to you to mark their 'milestones' first food, first step etc.... its great stuff for free... explore the website, and find out their posibilities!

i have twins too they used to take enfamil but they r on good start now.they are 14 month old and still taking formula cause it has more nutrien than whole milk..call nastle company an ask them for cupons. good luck

wow. thats terrible they wont let you get WIC. i dont know where i would be without it. But did they take into consideration that you have twins??? You can have a hearing against them if you think the decision was unfair, and i think it is TOTALLY unfair. You have 2 babies to feed, i think that sounds like someone who needs WIC to me.
