i owe a lot of restitution and i can not afford to pay it,for crimes i did in 1991,and i have serve 13 years in prison for, so what legal motion can i file to ask for a judgement lien to be placed on me?

Won't argue with thylawyer but offer that the restitution is part of the conviction. I also think you are useing the wrong language as a lien is legaleese for indebtedness...you want to abate the ersatz lien already on you via the order for restitution. I don't think you have a prayer in getting it legal motion or not.
The restitution is part of your punishment.

A lot of restitution orders are never complied with or complied with fully. Unless someone is threatening you with violating parole, if you are on parole, you may not have anything to worry about.

If you can make restitution, even partial restitution, or payments towards restitution, do it voluntarily through the probation office where you were convicted. Get receipts or pay by certified checks, even personal checks. Money orders are expensive to prove they were issued and paid to the payee, so avoid them.

You may want to check with the probation office to see what they suggest. You may want to check with your lawyer for his/her advice.
