I have served my husband with divorce papers,by certified mail.From Spain to USA.I sent the papers on the 2nd and I got the confirmation that he has received the papers on the 11th,I also requested a return receipt with his signature,today is the 22nd,is it normal it takes so long to get a receipt back?

we send stuff certified mail all the time at work and it always takes forever to get the card back. I think they sit on them for a while or something.
