We had some low spots under our deck, so we added some dirt there to improve the grading, but it's coming very close to the siding on the house. Is this a problem? There is no mulch involved and we're assuming that the dirt will settle lower over time.

The main problem would be termites getting in as there is less of a barrier (less space). I did the same thing to stop a water problem but I made sure to have the area treated for termites.

Yes. You do not want moisture coming through the house. This would cause problems with mold, ants, termities, and other bugs. Try it keep that level about 4"-6" below the vinyl or brick ledge.
