These are well reputed institutions imparting best education in drawing and fine arts. In addition to these, a good number of institutions can be found in all the big cities in India.

In India the best college for Arts is JJ School of Arts in Mumbai then Delhi College of Arts, New Delhi and then all the Government Arts colleges.

Depends on where you live and how far you're willing to travel. The Rhode Island School of Art and Design is considered to be the "Harvard" of art schools, very pricey though. In Canada I'd say the best are NSCAD University(very hands on, which is great), University of Guelf, or OCAD.
