The philtrum is the midline groove in the upper lip that runs from the top of the lip to the nose. Is that what you're looking for?

Otherwise, the whole fleshy area above the lip is just called the upper lip. The human lip isn't limited to the part you cover with lip balm, it extends above and below it. The part where you apply lip balm/gloss/stick is called the vermilion border.
