I lived in upstate NY, zone 5, and we planted bulbs in Nov/December... we planted like 80,000 bulbs in the garden I worked in.
I'd say you should start a little earlier, maybe October/November!

I would do it today or by the end of the week, you are running out of time for fall planting in zone 4.
If you plant them in the spring they may not bloom.

you cant start planting them now and can continue to plant as long as the ground is workable.
