I've never heard of an upper division university - and I've worked at universities for over 25 years. You need to look at 4-year schools, most of which allow people to transfer in for their upper division classes. Unfortunately, I couldn't find a list of specifically those schools, so you can go onto Yahoo! Education or www.petersons.com, and sift through the schools listed there for those which are NOT community colleges or two-year schools.

I know the university of Baltimore is an upper division universities.

For those that don't know an upper division undergrad university is an university that only caters to those who need are in at least their junior year of college. You must have at least 60 credits to apply and transfer. These schools usually have close working relationships with community colleges
