Because of the oil in the wool. Besides, it's not just water that causes wool to shrink. It's the dryer that causes most of the shrinkage.

Rain isn't hot enough to make them shrink! You'd need hot rain, then some even hotter wind!

Their wool is 100% natural and they have skin that has evolved to face the elements. When wool has been spun by man, it has additives to make it suitable for clothes and also loses the natural protection that it has when the sheep is wearing it.
