Whats are Educational Assistance programs and their purpose and benefits to employees and organisation.?

From what I have seen from experience the waiting period for Educational Assistance programs is ridiculous. The only people I see who benefit for the first 8-12 months are the employees of the program and organization itself; not the needy individual.
