At the top of the page, click on tools, then internet options.
this will bring up a box and the first thing that is in it is keep current homepage or set to a new one.
After changing it, click on "apply" at the bottome and then "ok" to close the box.
It should change it right away or you may have to restart your computer.
Try this, it should work.

Open Internet Explorer
Go to the page you want as your home page
Click on Tools in the menu
Select Internet Options
Click on the button that says "Use Current" near the upper right.
Leave a plate of cookies for your IT support person as a thank you for all his/her hard work...

in internet explorer go to tools, internet options, General. type in your webpage that you desire, than save it, from now on this will become your home page, hope this helps
