Your company's administrator has turned that off. Sometimes you can turn JavaScript back on from IE Tools-->Internet Options-->Security-->Internet Zone; there's about 3 or 4 things you need to turn on in here. But most of the time, as soon as you log out of your computer, your Admin's settings erase yours and you have to do this over and over again. Your best approach is to just save those programs and downloads for when you're not on company time using company property.
