How do I "make a front page" of a newspaper and insert a digital picture into it?

I'm trying to make a mock-up of a front page with a headline and a blown up black & white digital picture for a play that I can use as a replacement in a real (well, World Weekly News type) newspaper on stage.

First dip Newspaper into a lot of BAcon.
Then jump into a cage of wild dogs
If you live, you front cover will be there.
If not,Too bad.

Your problem may actually be the paper and the size required.
