To make it illegal, someone has to witness it, be offended by it and report it to the police, so I would ask why someone was out, by themselves, in the middle of the night, in the middle of nowhere, looking through car windows...??

Dogging IS against the law as its public indecency and indecent exposure. If you look hard enough you are sure to find someone at it if the police don't get there first and arrest everyone.

i don't know why it's illegal. i mean, the middle of the night, and car park's are hardly crowded. if i was passing through a car people and saw some people doing it i would just laugh and walk on. i wouldn't rush home and inform the police
