They have been making route maps for that for centuries. Mathematicians love to think about that it is actually called the "traveling salesman problem." The current way of doing that is with dynamic programming software packages that make you tables starting with mileage, travel time, and how many visits you need. Doing that for lots of places makes it so difficult that it is not practical to do the computation. There are a lot of OK approximations that are good if you are not talking about going to hundreds of places. No practical one is perfect but there are some that are good enough.
