It really depends on how they want to live their life....I think their main worry, would be rental for their accomodation (abt $300 per room to $1000 per apt, depending on the location).
There are lots of vegetarian restaurants / shops in Singapore...so there is no worries (average costs per meal per person is abt $5-$10 Singdollars). In addition, cooking at home can reduce the cost further, to abt $3 - $8.
They also have to put aside about $5 per day per person, for transport (if they are not staying near the city).
Other costs such as utilities, gas, licenses (TV / Radio), Teleco Bills, necessities (e.g. toilet paper, soap, shampoo etc etc..)...should range from about $600 - $1000 per month depending on usage.
Initially, their spending will be high as they have to buy necessities...and setting up costs (e.g. furniture and electrics)...

average singaporean couple, monthtly-
2 rooms & 1 living room government flat : $800- $1000
daily neccesities & groceries : $350
utilities bills (telephone line, electricity & water bills): $200 (if you turn on your aircon nightly)
public transport: $150 X 2= $300
handphone bills(low consumption): $25 X 2= $50
public swimming pools, with jacuzzi, per entry: $1 X 2 = $2
public gym, per entry: $2 X 2= $4
macdonald set meal: $6 X 2= $12
movie: $8 X 2= $16
rent a dvd: $5
rent a vcd: $2.50- $3
private G.P/ doctor consultation: $30-

It all depends on where they are going to stay, HDB or Condo. Then the location, near city or outskirt. Near MRT/Bus Interchange or not...Many factors influence the living cost in Singapore. And for basic living....no one can really forsee other people's basic necessities...few things basic for one, might not be a basic for others.
But, if your friends wanna have a "Hermit" way of life...S$1000 is just enough for 2 (excluded housing, energy, water, shopping (secondary goods), etc...etc..)...just one more suggestion...pray HARD!!!!.....

it is not 7000 plus...
many people earn 3000 plus and can live comfortably in SIngapore.. but not overspend...
2000 is enough for couple with no children... if you cook, it is even cheaper... but there are some TV licsense, rubbish fee, water, electric bills... phone bills...
just check properly abt the prices... you can always find the cheapest...
basic living is lower than 2000 a month!!!!!!
