it is not a religion or a belief. you do not have to believe in it for it to work. it does affect you whether you believe it or not. and the reason for people to believe that it is occult is that their ignorance.
it is a compilation of theories, each with its own system and calculations. these are formulated to enhance one's energy/chi in a particular space and time.
most western people are oblivious to fengshui that they formulated their own so called black hat fengshui, which is far from the chinese fengshui. and most books especially those published in english only cover about less than a percent of fengshui.
fengshui is not about dragon statues, laughing buddha, mirrors or even windchimes. it is not even arranging the furnitures inside the house to get a good chi flow- this is totally bogus! it is about you creating your home and focusing it to "catch" good energy at a particular time. thus, it involves using the 360 degrees of the directions/ compass. fengshui is very precise, down to a half a degree. in auditing a particular area, you need to have the right solution and how to implement it properly. thus, the facing/ degree of your main door decides what energy is it going to have and how is it going to affect certain parts of the house.
remember it is easier to build a house according to fengshui, than adapting an existing house to fengshui.
regarding furniture arrangement, to say that fengshui is about furniture arrangement is like looking at the coin one sided. to arrange a house according to fengshui, one has to get your kua based on your birthdate and put rooms where you live like bedroom and living room at the good locations, while the toilet and stairs must be placed at the bad locations. going deeper, you need to understand that location and direction are 2 different concepts. like, when a door is facing southwest, but is located at the southeast part of the house (in relation to the center of the house).

Some individuals are sensitive to how the arrangement of the material world around them affects them, in ways such as moods or attitudes.
As a simple example, it's been shown in studies that the cops pull over red cars more frequently, as the color red evokes certain antagonistic tendencies. Also, that one hostile individual can "ruin" the mood of a whole group.
Translate this into your living environment at home, in the colors you chose, the location and style of your furniture and consider that all of these factors create a mood within you that either harmonizes with your subconscious inclinations or runs out of line with them.
The crux of the issue is only if your sensitive to these issues or not.
Fung Shui is fairly new on the western scene, and unfortunately has attracted a lot of charlatans. It's only occultic in the sense that the word occult only means "unknown".
One can do just as well by taking the time to be a little introspective and thoughtful about arranging the things in your life.

Feng shui (like most things in life) is based on science and intuition. A person who has not yet developed an intuitive sense for it might think it's occult.

even though it seems to be occultic, it talks about energy flow blocked and redirected by closed walls. it sounds to be scientifc, but it may not be suitable for all countries. it is suitable for a country where you can find enough space for the things to be arranged in such a manner feng sui describes.

I guess it depends on what you consider occultic, but, no. It is an ancient oriental practice of placement & direction although just about anything should be considered occultic if a person is obsessive about it.
