if your best friend is not treating you as her/him bestfriend too even if she/he tells you that you are... even she/he spends her/his time with her/his other friends...and not with you, for the reason that she/he believes in you that you were never gonna leave/give up on her/him..

I had the same problem 6 years ago with my best friend, she used to tell me the same thing, that she knows that I know, I am her best friend, that I would not give up on her etc etc, and it used to make me not talk to her for a days o two... I was a bit stupid too lol. She is still my best friend, and I am her best friend. I know she was wrong by the way she used not to treat me the way she should've, but I know now that she really likes me and she was telling the truth about me being her best friend :-)
I don't know if he/ she is really telling you the truth!! but I think you should talk to her/ him about your problem, you should tell her/ him that you really like them, and would not leave them alone. you should also then mention that you want them to be with you more, that you also get upset when they don't give you much attention :-)

I got confused by all the his/hers, ifs, whats, and she/hes, but I think I would spend my time with another friend of mine. Maybe if your "best" friend sees that you aren't waiting around for her, she may change her mind and find time to spend with you.

That means he/she feels you are already in the bag and are going to go nowhere. He/she is however now engrossed in augmenting his/her collection of friends. The first thing for you to realize is that you are not being taken seriously. Once you absorb that one, you'll find out all by yourself what is it that you ought to do.

tell her/him how you feel and how they are making you feel. If that doesn't get through to them then you need to cut your losses and get a new friend.
