I don't tknow that there's anything all that esoteric about it. Central Antarctica is a desert, and the continent as a whole receives an average of just 166 mm of precipitation each year. Frontal systems rarely penetrate deeply into the continent. So water from the Southern Ocean evaporates and precipitates mainly around the edges of Antarctica, in keeping with the usual behavior of the water cycle.

It is mostly snow. However there is rain on the coast occasionally, mostly on the peninsular. Inland there is also rime, where moisture from the air forms frost directly.
