Well don't stare, that's creepy. But there is nothing wrong with looking...as long as your not drooling or anything.
Are we talking about cars or boobs?

Funny, because this came up at work last week. The guys said that they try to look discreetly, but they look. You should not stare and even if you get caught looking what can you do? If mine are showing and I don't have anything to cover myself, I just don't worry about it!

If someone's lights are on bright,I look off as soon as I
notice the bright lights. The other cars have pretty well
dimmed their lights.

Sometimes I flash my high beams at them(yeah I've got'em too) and sometimes I just pretend like I don't see them.

offer them some duct tape to keep them in place you don't want those things bouncing all over the place!

Flash your lights at them to remind them. Sometimes people forget they are on.
