It depends on the movement. The best thing to do is time how long it takes for you to do the same movement. Animation frame rate is 24 frames per second. Lets say it takes .5 seconds to do that movement, you should have at the least 12 frames from start of movement to the end. At the beginning of the movement since you are raising your hand and fighting gravity there should less movement between frames, as the movement continues there should be more movement between frames, then at the very end you should have the movement close together because your hand is coming to a stop. Its pretty much the slower the action the less change from frame to frame, the faster the movement the more change from frame to frame. If you want to learn more about animation I suggest finding Cartoon Animation by Preston Blair is good, it will teach you all of the basics. You can probably find most of the lessons online. If you want a great example of the answer to your question, try and find any tutorials about the bouncing ball. It'll show you exactly how this works.

Get a free 'UnFREEz 2.1' download from http://www.whitsoftdev.com
Use 'printscreensysrq' key [while holding down 'ctrl' key] to make screenshots of frames of the javascript animation to save as 'gifs'. Drag gifs into the 'UnFREEz 2.1' using the various frame delay options.
Maybe not 'thee best' but it woix fer me!
