A term used by Microsoft (and by extension by other companies in the Windows world) for a software update that fixes some known problem. Compared to a "hotfix" It tends to be better tested and possibly contains corrections for mutliple problems.

It is usually abreviated "SP", i.e. if you see Windows XP SP2 it means Windows XP with the second service pack installed.
