Basically there're 7 steps. Creating pages for the World Wide Web takes a little practice, but once you get the hang of it, it's a lot of fun. The first step is to decide what you want to publish in your Web page.
Step 1: Create a Text Document
Step 2: Learn Basic HTML Tags
Step 3: View a Sample Web Page
Step 4: Get Electronic Images
Step 5: Insert HTML Tags
Step 6: View and Edit Your Page
Step 7: Go Public!
The basic skeleton for an HTML document looks like this:

Title of Page

Text of page...

Your webpage can go public by using geocities. For HTML (Hyper Text Markup Language) tags and codes, go to the website below.

Ok.

If you want a domain.
(www.eternalcube.com) Yay!, my webpage!

Then you need to buy it.
You can buy it from a number of people, including Yahoo and Godaddy.

Both of those give you a website builder to work with.
If you do go with Godaddy, and you do buy the webbuilder and domain.
(which if you buiy the webbuilder, then the price of that domain drops from $8 a year to $2, and you don't get those annoying ads ontop of your page.)

If you want a free website.
You can go with Freewebs.com
Yahoo! Geocites
Googlepages
etc.

By the way, you don't have to know HTML or anything like that for any of these.

Good luck!
Hope I helped

Find somewhere which will host your website either for free or for a fee.

Get hold of some web page creation software like Frontpage Express.

Create the web page files.

Upload them to the site hosting your web page.

i think foremost is a basic undertanding of the formatting language called HTML. if you understand html, you can use programs like dreamweaver or ms frontpage which is a WYSIWYG-What-you-see-is-what-you-get .which can show you both the design page and the code page and check immediate results with the browser.

Good grief, man. Are you new to the Internet? Ever heard of Yahoo Geocities? It's easy. Hell, if a 50- something old fart like me can do it by myself, you ought to be able to.
