yes if they can they will charge you for everything. in this country nothing is free no matter what they, theres always a catch

It depends on the site you're on. There are some "freebie" sites that are scams to get you to shell out S&H. Other sites are true freebies, intended for you to try the products then start buying them. Those sites will ship the samples to you free of charge. Read the small print on the sites. If they want you to pay anything, it's not a free sample.

yes, the handling fee is usually more than the product is worth. an example is ebay. people are charging shipping and handling fees. they don't make money on the product, just s&h.
