In the US from the National Institute of Standards and Technology who maintains the non-military atomic clock:

generally a visit to your neighborhood watch repairer's shop would tell you the accurate time (rounded off to the nearest minute). otherwise you could get the time from the atom watch or something which tels the accuratest time rill the nearest nanosecond or less. i dunno where its situated. if yuo want the roughly correct time, go to the place from where your country's standard time has been calcualted, and when in the noon, there is NO shadow, that is when the sun is directly oberhead, or that it is 12 noon.....

my guess would be switzerland, they are famous for precision clocks and watches and are known around the world for the accuracy with which they are made
