Sometimes teams will have an offensive lineman line up as a tight end, mainly in goal-line situations, and if that happens, he an eligible receiver. I'm pretty sure the last man on the line on each side is eligible, so if an offensive lineman is the last man on the line of scrimmage, he can catch a pass.

The rulebook, as cited by dh1977, just says "illegally downfield". I'm pretty sure they can't be beyond the line of scrimmage at all. To be sure, take note the next time you see a screen pass executed. I think you'll see all the blockers in the backfield. The "illegal receiver downfield" penaly usually happens when a screen pass is mistimed and a blocker takes off just before the pass is thrown.

He can't. That's a flag for ineligible receiver downfield.
If you're thinkingof screen passes, they hover around right at the LOS, then take off when the back catches the ball and yells "Go!"
