Just because a woman dresses in a sexy dress does not mean that she will or even wants to have sex. Kissing in public is not really a problem, but make sure the woman wants to be kissed, take the lead from her and dont rush things. Trust me, Women like to be and deserve to be respected. Regardless of how they dress.
