Lebanon lost big time. It is seen as no longer a democracy, that the Syrian departure was a fraud.
Israel was left thinking that retreating from territory is a bad thing.
Hezbollah thinks it won, but it did't really. It has got the major military powers -- European and American -- making plans to take it out if and when action is needed against Iran.
We know that Hezbollah, like the IRA before them, is an organized crime mob, only with real military power. That bodes ill for the entire Middle East, especially when Hezbollah has civilian support. The civilians can't complain when they are "collateral damage" if they become in effect part of the militia.

From what I hear in the recent talks at the UN, I'd have to say Israel. However, the war is not over! It's merely changing it's coat and will be back to full speed once sanctions are lifted and Lebanese ppl can get paid. War costs lives but it takes money to wage. Even Saudi Arabia's Foreign Minister Prince Saud al-Faisal said Thursday that "Arab countries have reached a "very significant" consensus after the recent war in Lebanon that there must be a new start with fresh ideas to the Middle East peace process." While on the surface this sounds positive, it indicates an under-current of fear from Israel. Arabs know Israel's past and they see restraint comes only in the form of appeasement. So they get on-board and use words like "recognize", "legitimate" and so on. They wish, however, not to get involved as they have very small military concerns. True they have plenty of cash to buy lots of equipment but who, in their respective countries, is trained to use it? This exact thing happened in 1993, and it worked for a while and now we see it as "a new idea" all over again. We will live to see it change .. again. This "war" is not over!

Hezbollah, we keep interfering along with the rest of the world. We have prevented the Israelis from fighting. We've allowed them to throw a few limp wristed slaps, but that is it. The U.N. didn't stop anything they are allowing Hezbollah the time to rebuild. Vietnam, we allowed the North to rebuild after a short seize fire and they came back stronger and smarter. We need to back out of this fight and tell the Israelis whatever, whenever and let them fight. By talking and appeasing the world shows it's weakness to these people. The talks were a sign to Hezbollah that if they push the world will fall back, and it did. Pansies.

Definitely Hezbollah...Israel wanted to destroy Hezbollah and free the 2 soldiers...Well Hezbollah is more stronger than ever, the 2 soldiers are still captive...And in the end it seems that Israel is going to negotiate for the release of their 2 soldiers...So the only thing that Israel did was destroy Lebanon and kill as many civilians as they could...
Hezbollah didn't lose many men and now there are more Lebanese that support them...

are we still talking about this?
anyway, the two objectives of the war for Israel were:
1. Get the two IDF soldiers
2. Destroy Hizballah.
The soldiers are still with Hizballah and Hizballah is still around.
Hizballah's objective was one. survive.
and between them, they killed a thousand civilians.
you decide.

Israel won hands down.
The hezbollah are just cleverly skirting around that and not admitting it- of course- and some people end up confused as to who really won, but no doubt Israel kicked ***.

Neither side. The conflict was halted by a U.N.-mandated truce about a month and a half ago. So far, the truce seems to hold up well.

hezbollah for sure. because israelis mission was to crush hezbollah at the time of the incursion, but had it happen as planned? really no. so it has won the wor for remaining functional in any kind of combat and confrontation. it leaders are still alive, its millitary wings operational and ready for further action.
