I was thinking if it could be First on my desktop as Back ground
second if they could open like gallery, or different languages, or if they could go online frome it.
I have cable connection all the time connected.

YES, you need to set it as an active desktop:
To add an Active Desktop item

1.
Right-click the Active Desktop to display the shortcut menu, and then click Properties.

2.
Click the Web tab; then click New.


3.
Enter the URL or path to the item, or click Browse to navigate to the file's location on your local or network drive.

4.
Click OK to add the item to your desktop.

Its true that you can do this easily using an Active Desktop - but most IT bods would recommend against it. Firstly it puts your machine wide open for attack and secondly, you'll notice that your computer dramatically slows down (unless you have seriously powerful computers)

Yes you can but think of the risks involved like hackers get easy access to your computer and get those personal info...
Doing this is like opening up your door to robbers..
