YES YOU CAN.
You can do this! Even I thought this is not possible. But thanks to a smart answer by a person called (Xican 1 - ) I was able to create a folder with the name CON in the c:\ drive. Just follow the step to do it.

- Click “Start -> Run”
- Type “cmd” (without double quotes)
- In the console, type the command as “c:” (without double quotes) and press enter key
- Now type “CD\” (without double quotes) and press enter key
- Now type the command as “MD \\.\\C:\CON” (without double quotes) and press enter key
- Now you’ll see there is a folder in C drive with the name CON
- Type “RD \\.\\C:\CON” (without double quotes) and press enter key if you want to delete that folder
- Simply superb!!
- But I don’t know how to use a web page to create such a folder!!!!

Well you cannot do so as CON is a reserved word in windows. It means the keyboard device. AS you use in copy con ; that means to log all input from CON (keyboard) onto the file
