Most foreskins cover the entire glans when the penis is unerect. Some people have short foreskins that cover only part of the foreskin, and a few people have really short foreskins that make them look almost circumcised except there's a lot of loose skin right behind the glans. As long as you're able to pull your foreskin over the head and back, so it does what it's supposed to, it's normal enough. There is also a rare condition where someone's born without a foreskin.

foreskin should cover the penis competely, however in erect condition glan may be partially exposed, in any case it does not make a difference whether penis is covered or exposed all the time.

in a normal penis the foreskin covers all of the gland and more if is not circumcise that's how boys are born
