Without some record you would have no idea what was achieved in the past, nor would you have a way to
guage your current performance or a way to set
goals for the future.
For example if you were manageing a warehouse you might
observe that last year an average of 1 accident occurred every
30 days. Lets say you considered that to be accectable but this year it has gotten worse, an accident every 20 days and you want to get it back to every 30 days. You could observe this and try to determine what caused your safety record to go downhill. Without these statistics about all you would be saying was it seems like we have more accidents than we used to but it wouldn't be documented.
