I would hazard a guess at the fact that there is more water in the form of oceans, rivers, creeks and seas than there is land.. No animal near a coastline would stand much of a chance to survive without some kind of natural buoyancy..

Plus, most life came from the sea anyway, so it's only through a few billion years of conditioning i suppose..

They are adapted to both land and water by having unique features like flippers, accessory respiratory system and scales.
To reduce competition and follow the natural biological clock which their ancestors were doing they also follow the sea to meet their meaning of life.

It is generally a natural instinct makes them go the ocean despite the fact that they have more chances of dieing out they still follow that trend.

Because there is a lot of water around and those that got thrown in and didn't come back out died without being able to pass on their genes. Thus we have the interesting sight of a cat doing the dog paddle.

most land animals are either egglayed or born from the mother's vagina. in both cases, while the animal is getting bigger (whether it's the egg or the vagina) it's constantly in a liquid environment. making it able to swim when it's born.
