There is an absurd presumption here (from most of the answers given) that Self Determination can only mean a breakaway from the Indian Republic. Its almost a tacit admission of guilt, that given a chance of self-determination most Kashmiris would prefer political freedom from both India & Pakistan.
So should they be allowed to that right? Who appointed us to even grant or deny that right. A military gun? It is not even a question. They have to have that right and while any decent human being in and out of Kashmir should & will be oppossed to the violent means deployed by some local and foreign groups to demand those rights, one has to support the Kashmiris legitimate fight against both the Indian and Pakistani governments for self-determination. This does not automatically mean that Kashmiris hate Indians or Pakistani citizens. (Ironically, many Indians & almost all Pakistanis support the Palestinian claims, yet switch to a double standard for Kashmir, and in the same breath accuse the U.S.A of double standards!)
Who is the Indian Military or the Pakistani Military to govern that right by force? Sadly, when India was fighting the British, the British Government debated similar questions and asked "Are the Indians good enough to rule themselves?". Today the U.S refuses to leave Iraq based on the same flawed reasoning. "Can Iraq manage itself?". All tyrannical regimes have done this throughout history and India and Pakistan are simply continuing on that ill-fated road. The irony is that we ourselves were fighting for self-determination against the British, as our right, just 60 years ago!
Also keep in mind, that all rights are taken because no one, especially Governments ever cares to give you any rights. (Most important battles such as Civil Rights, Human Rights, Equality Rights are fights against the government) In fact, the essence of Government power is to curb rights and strong democracies are only possible when the public actively participates in safe guarding their rights against the Government.
If we as citizens of this republic care about the rights of the Kashmiris, we will be able to stop terrorism attacks such as the horrendous Mumbai blasts as well as continuos abonimable abuses by the Indian and Pakistani militaries against the people of Kashmir.
Also, historically, they have some claim to that right based on the unkept promise of plebiscite which of course most of my jingoist countrymen decry as foul and meaningless.
But rest assured there are still some quarters left here who know that Kashmir has been invaded not just by Islamic Jihadists & the Pakistan military but also by the Indian Military.

Kashmiris are enjoying the same democratic previleges enjoyed by Indians of other states.Even with the help of article 370, they are enjoying more facilities than an average indian do.But you people want islamic rule.What will be the fate of the remnants of kashmiri pundits[majority of them are killed or driven away from their homeland] and buddhists?As islam is intolerant to other religions, they will be slaughtered as soon as Kashmir will become independent.As more and more kashmiries are taking part in election to even change a government. Benevolent Indian govt. is spendig a large share of indian tax-payer"s money into kashmir,infrastructure was developed so much , then why you are crying for more power?If indian army is withdrawn from kashmir,it will be trapped by muslim fundamentalist supported by pakistan.Will it be good for muslims? In azad -kashmir earthquake, pakistan govt. even couldn"t provide relief to the victims.If kasmiris would promote tourism providing a congenial peaceful environment, they could be richest among indians.In pakistan , people of baluchistan,mohajirs,pushtuns are also oppressed despite being muslim.Do you know how many hindus were evicted ,tortured,murdered and raped by Bangladesi muslims?We indians are too good so that we have accepted muslims despite of the fact that our country was divided on the basis of religion with the barbaric insistence muslim league.If u try to reverse the direction of civilization u will be in nowhere.Lets extend the hand of friendship and be a friend of all.

Right of self determination can only be earned by non violence and consistent principles. By taking to violence is not the right way. Take the example of Sindhis they accepted their future and they are in no way in pain and helplessness on both sides of the border. They have adapted into the mainstream and are successful in all the fields wherever they may be in the world.

if pakistanis should be given right of self determination then pakistan will be divided atleast in five separate country , your question is foolish , take care about your country people we indian are very happy with indian gov. you dont have 5% of democracy in comparision with india.
