Remove the filtering cap on any large brush type motor (vacuum cleaner). A similar effect can be had by removing the filtering capacitors in your cars ignition . if you want to extend the range of your interferance add a long length of wire to one of the brushes, of the motor. but be prepared to get a visit from the local radio authorites it is usually illegal to cause such interferance and you can be traced. spark gap interferance would work the best, Nikola Tesla is known to have wiped out hundreds of radio receivers with his with discharges consisting of millions of volts, and up to 135 feet long at Colardo Springs.

It is possible to make a device that will block out the sound of a stereo. You need to make a device that inverts the sound and when pumped out of a loudspeaker the waves cancel each others out and its almost silent.

A device like this was demonstrated on Tomorrows World in then 70's, or possibly, the 80's, but I have no idea if they are commercially available.

Not sure if this is what you meant, but I hope it helps.
