You can't.
Burn it on a DVD-ROM instead.
Or you can also opt to split the video into smaller parts so you can burn it in two CDs.

Here are your options:
a) Edit the movie to remove some of not so desirable parts so that movie size is under 700 MB. It will require time and effort from you apart from skills to edit using windows movie maker.
b) Use compressed encoding (to WMA format etc) for movie which might degrade the quality a little but can reduce the move size well under 700 MB. If you don’t have knowledge of encoding and compressions, don’t try it.
c) Split the movie into two parts of 300 MB and 325 MB each and burn them onto two CDs. This is most favorable option if you don’t want to edit the movie scenes.
d) Burn the entire movie onto DVD. Personally I find it waste of money since you will not have any quality advantage and you will have to waste one DVD.

you can't burn it on the CD-rom try DVD if possible or try to split the movie into to disks. You can either do it with your burner software or Windows Movie Maker.
