Technology came first. Wheel is older than angular momentum.Today when we talk of technology , we mean technology based on principles of science. But earlier technology was empirical ( It is not that science-based tech has totally replaced empirical tech.; both coexist in the world takes as a whole.) So if your definition of technology includes trial -and-error technology , tech came before science. If your definition of tech is restricted to modern tech , obviously science must precede it.

Technology was first
Science is a method - the scientific method - which is about getting a hypothesis and testing it in a controlled way to see whether it's true or not. The scientific method is relatively new, it was developed some time in the last few hundred years or so.
Technology, is about technical innovation... its about creating tools and stuff to make your work/life easier. Creating technology doesnt need to be informed by scientific research. The wheel was a piece of "technology", so were axes and blades made from stone. These were made for thousands of years before "science" existed.
But then again, my dictionary says that technology is the "application of science" - so that would mean science neccessarily comes first. So I guess it depends on your definitions.

Science came first.
You have to have the scientific knowledge before you can build or create technology which is basically fancy tools that do things faster, better, easier or cheaper.
