Has any one succeeded in getting planning permission for the erection of a 2 metre fence and gate between their property and the road when other properties in the area are left open, in the Cheshire area? If so, on what grounds was it awarded?

If you go to the Council's website (http://www.cheshire.gov.uk/) you should be able to search through planning permissions.
Or you could put in Freedom of Information (google it) request to find out from them

It depends on the council policy in the area you live. If the house you live in was part of an estate that was granted planning permission that include "open planning" then you have to get a change not just for you but the whole estate. See the local building control department of the council in your area ask what the policy is for your area.

Altering the council policy about the visual aspect of an entire area is very hard to achieve. They may allow a lower wall initially. You could apply on environmental grounds, as a acoustic barrier. Also a light weight frame may be allowable calling it a screen not a fence, you can then plant climbers to fill in the gaps. With out knowing full details can't fully answer only point you in a direction.

If the houses were built at a similar time then there may be a covernant on your property to stop this - similar to integral garages.

It would be best to go and have a chat at the council office during thier open surgery. Normally one morning a week, often thursday.

For the answer above:
A "Freedom of Information" request would be denied on the grounds that the information is avialable already ( via planning rules and council policy douments). The FOI act is not to get the council to search for you.
