If the remarks were helpful, no. Not in my opinion, as he /appeared/ sarcastic in a childish and un-statesman kind of way.
Regarding whether his statement is significant, I'd say yes, to some extent. Chaves is presently the spokesman for a group of Latin American states, who is growing in power and increasingly daring to speak up against the US. This statement was the peak, so far. There will probably be more to come. E.g. today in Harlem.
Regarding "who is he to call a fellow human being a devil", I don't think his remark was addressed to Mr. Bush the person, but Mr. Bush the President. And in that respect he has the same right to call the US President names, as the present and former US Presidents have. I'm pointing to remarks like "axis of evil" (G.W. Bush), "rogue states", "Islamic fascists” (G.W. Bush), etc.

I don't agree with our government on much and I am an American but when I heard his words for the first time today I was enraged and wanted to pack my weapon and head to where he was going to make his next appearance but soon common sense kicked in and I figured our government obviously invited him so they deserve what repercussions that they get. Americans need to get off of their butts and vote in an administration that will truly demonstrate the will of our great diverse unique civilization. ROCK THE VOTE!!!!!

his words were harsh, i'll give you that. but it is refreshing to see the whistle being blown on this administration (and previous admins.-the u.s. gov't has been wrecklessly sticking their noses in others affairs at least since the late 1800's) .
consequences be damned, but it's good for world leaders to address that in such a forum.
it's too bad, though that Chavez chose to speak that way. It's hard to take someone too seriously when they get so dramatic.
